EU Autonomous Tariff Suspensions and Quotas Updated as of January 2026
As of 1 January 2026, the European Union has implemented updated lists of autonomous tariff suspensions and autonomous tariff quotas. These changes reflect the latest adjustments adopted to support EU industries and respond to evolving market needs.
The updated measures were formalised through two Council Regulations published in the Official Journal of the European Union in December 2025:
- Council Regulation (EU) 2025/2614, published on 22 December 2025, concerning autonomous tariff quotas;
- Council Regulation (EU) 2025/2605, published on 30 December 2025, concerning autonomous tariff suspensions.
What are autonomous tariff suspensions and quotas?
Autonomous tariff suspensions and quotas allow for full or partial exemptions from standard EU import customs duties. Their primary objective is to strengthen the competitiveness of EU industries by facilitating access to specific raw materials, semi-finished products or components.
These measures apply in cases where the goods concerned are not produced in the EU, or are produced in insufficient quantities, making it necessary for EU manufacturers to rely on imports.
Economic purpose and benefits
By lowering or eliminating customs duties on targeted imports, autonomous tariff suspensions and quotas help:
- Reduce production costs for EU-based manufacturers;
- Ensure stable supply chains for strategic inputs;
- Enhance the global competitiveness of EU industries;

Compared to standard customs duties under the Common Customs Tariff, these measures provide a tangible economic advantage to eligible operators.
Regular updates to reflect market conditions
The lists of autonomous tariff suspensions and quotas are updated twice a year. This biannual revision process ensures that the measures remain aligned with current market conditions, production capacities within the EU and the evolving needs of European industries.
Legal framework and amended regulations
Council Regulation (EU) 2025/2614 amends Regulation (EU) 2021/2283, which establishes and governs the management of autonomous tariff quotas for certain agricultural and industrial products.
Council Regulation (EU) 2025/2605 amends Regulation (EU) 2021/2278, which provides for the suspension of Common Customs Tariff duties on selected agricultural and industrial goods.
Together, these amendments update the applicable legal framework and confirm the continued use of autonomous tariff measures as a key instrument of EU trade and industrial policy.
